State cabinet approves Sports Policy

Govt to review subsidy policy on agricultural inputs

ITANAGAR, Aug 11: One of the main promises of Chief Minister Nabam Tuki came true today. Finally, Arunachal Pradesh has adopted its own State Sports Policy that envisions a complete facelift to the sporting arena of the state.

The State Cabinet, which met under the chairmanship of Tuki this morning, has approved in-principle the comprehensive first ever Sports Policy of the state that would be implemented by the department of Sports & Youth Affairs.

Having enormous sporting talents who have brought laurels to the state in recent times with the limited resources it became imperative on part of the government to adopt a vibrant and pragmatic Sports Policy of Arunachal Pradesh – 2012 which would provide adequate incentives to sportspersons and boost sporting events in the state.

The Chief Minister has already announced to increase reservation of jobs under sports quota, especially in the state police and sports department, from present 5% to 10 %.  Further, under SPA a sum of Rs. 20 crores has been sanctioned for development of sports infrastructure across the state while Rs 2 crores has been announced to hold sporting activities at the Panchayat levels all over the state. The government also plans to construct Mini-Stadium at various locations in the state.

Many states across India have enacted laws or enunciated guidelines for regulation of sports in public interest as State Sports Policy. Tuki, immediately after assuming office of the Chief Minister, had declared to adopt a pragmatic and uniform Sports Policy for broad based sports activities in the state so that people from different parts of the society get a fair chance to show their talent at grass root level besides providing beneficial recreation and fostering social harmony and discipline.

The main vision of the Policy is to make Arunachal Pradesh a vibrant leading edge state in sports arena through target oriented action plans to release funds meant for the State Sports Associations and the State Olympic Association for diverse activities including coaching, training, counseling and participation at various levels of tournaments and championships of all sports disciplines. It aims that by the year 2030 the basic pre-requisite need of infrastructure and necessary technical back-up for development of sports and youth activities will be fulfilled in all districts, sub-divisions and block headquarters.  

Besides creation of infrastructure and technical back-up, the Policy also provides for higher incentives to meritorious sportspersons and maximum opportunities and benefits to indigenous youths. A pension scheme for welfare of distressed sports persons has also been incorporated in the Policy. Special focus is also laid on promotion of sports amongst girls and the physically challenged.

Another significant decision, amongst several, taken by the Cabinet today was on review of existing subsidy policy of agricultural inputs during the 12th Plan, which it has accepted to do so.  

Following a government order, the Agriculture department had been bringing down the level of subsidy for agricultural inputs progressively over the years. However, the Government is of the view that in order to promote diversification of agriculture, subsidy on costly inputs is a must. Further, the need to rationalize the extent of subsidy on chemical fertilizers and pesticides for their restricted use and avoid indiscriminate use and thereby maintain soils health was also felt necessary.

Despite the fact that the annual growth in crop sector has been maintained at 4.3% as against national level target of 4% during the 11th Plan (2007-2012), the State Cabinet observed that any reduction of subsidy from the existing level may be detrimental to the farming community who are totally dependent on their farm income.

 

 

Governor for an ICAI branch in Arunachal

ITANAGAR, Aug 11: Arunachal Pradesh Governor General (Retd) JJ Singh inaugurated the two-day national conference of Chartered Accountants, at Guwahati on August 10.

In his inaugural address, General Singh spoke on the important role of Chartered Accountants in the present economic scenario and the challenges before them in the globalization era. He advised the Chartered Accountants to adhere to the established standard and ensure uniformity in work culture adopted by the Institute of Chartered Accountants of India (ICAI).

He said that finance is the backbone of any economy and financial statements are the report-card about the state of financial affairs. Any organization’s success or failure is measured from its financial health which in turn can only be judged from its financial results. The chartered accountants provide the necessary assurance about the correctness and fairness of the results given in the financial statements. The audited or certified financial statements are relied upon by end users including the Government for taking decisions and formulating various policies. This reliance is based on the assurance given by the Auditor, the Chartered Accountant.

Governor added that the chartered accountants, in their role as internal auditors also play a major role in preparation and presentation of the financial statements. Taking the opportunity, the Governor requested the Institute of Chartered Accountants of India to organize orientation program, General Management & Communication Skill Training, Information technology Training and Coaching in Arunachal Pradesh. He expressed his hope that with sincere efforts of ICAI, many of Arunachalee students will be encouraged to join this esteemed profession. Emphasizing on special counseling in the State, he also requested them for special concession for Arunachalee students during admission, he added.

Informing that Government of Arunachal is going to set up educational institutions under the PPP mode and the State Assembly unanimously passed the Indira Gandhi Technological & Medical Science University (IGTMSU) Bill, 2012 and the Arunachal Pradesh University (APU) Bills, 2012 paving the way for setting up of private universities, the Governor called the Institute of Chartered Accountants of India to join hands in spreading the light of education by opening a branch in the State.

Inviting the members of ICAI to support the socio-economic efforts of the State Government for the cause of Arunachalees, the sentinels of our country, the Governor also gave a brief on the development progress of the State and hydropower and tourism potential of the State.

Vice president of the Institute of Chartered Accountants of India Subodh Kumar Agrawal dwelled in length on the impending changes in economic legislations and reporting standards. He also spoke on empowering the Chartered Accountants with consistent up-gradation of knowledge to meet the challenges arising out of such changes. Agrawal highlighted on the role of Chartered Accountants in the Nation building and economic development.

The conference with a theme ‘Manthan-churning opportunities’ is being organized by the Guwahati branch of the Institute of Chartered Accountants of India (ICAI).

Guwahati Branch Chairman Naveen Garg informed that during the four technical session, the Chartered Accountants will have brainstorming sessions on Direct Taxation, Taxation of Subsidies, Indirect Taxation, Taxable Services, Cenvat Credit Rules, Accounts & Audit and accounting standards.

Along with Director (Finance) OIL T. K. Ananth Kumar, Chief General Manager, SBI NE Circle Rajnish Kumar   Chairman, EIRC Prasun Kumar Bhattacharya and office bearers of ICAI, large numbers of Chartered Accountants, student and people from other professions attended the inaugural function.  PRO to Raj Bhawan.

 

 

Sub-jail starts functioning  at Khonsa

KHONSA, Aug 11: Parliamentary Secretary for DoTC and SWWCD Yumsen Matey inaugurated the Sub-Jail at Khonsa today.

Speaking on the occasion, Matey appreciated the Deputy Commissioner for completing all the required infrastructure to enable him inaugurate the Sub-Jail which had been a long-felt need. He said that a jail was a place for reformation of the jail inmates. He lauded PWD for completing the construction work on time.

Police alone cannot control crime without the full support of the public, he said and requested the district administration to strictly check use of alcohol and opium in public places, especially in Khonsa township. He further said that Tirap was fortunate to have a young and energetic Deputy Commissioner, who is leaving no stone unturned to usher in unprecedented development in the district.

Local MLA Kamthok Lowang, in his speech, appreciated the DC for expediting the opening of the Sub-Jail and asked all the officers and public to co-operate with the district administration and the police to make Tirap a crime-free district. He was full of praise for the district administration and the Police for bringing about a tangible change in the law and order scenario in the district.

Tirap DC Sachin Shinde announced that PS Matey has assured to sanction funds for improvement of the approach road and for providing cots and TV set for the guards on duty. He also said that the Lowang would arrange funds for barbed wire fencing around the jail complex.

The DC appreciated PWD and all the line departments for accelerating the process of making the Sub-Jail functional. ADC Metcha, EE,PWD Er. Sitem Borang, HoDs, DSP and Panchayat leaders attended the function.

Earlier on the day, a mass cleanliness drive was held under the aegis of the district administration in the Khonsa township in which officers, staff and public participated.

Police clueless on murder of policeman at Pasighat

RUKSIN, Aug 11: The Ruksin Police is still clueless about the mysterious death of Samuel Koyu, a head constable. The police have not yet picked up or arrested any person in this regard. Even the police are unable to know the cause of the cop’s death.

Late Samuel was a native of Detak village under Nari police station, served as head constable (Telecom) at Sille Police Out Post in East Siang district. He went missing on July 30 and his lifeless body was recovered from jungle on August 3 last.

Police sources said that the deceased family men were unaware of Samuel’s death due to communication gap. He was reportedly left Sille OP without leave from duty on that evening and went home at Depi village by riding on his motor cycle along Ruksin-Debing PWD road. The miscreant/s had also taken away the motor cycle after killing him.

Talking to this reporter, Officer-in-Charge of Ruksin Police Station Opir Paron today said that police were still clueless about the mysterious death.  “We did neither receive missing complaint from the victim’s family, nor were we aware of the facts before the deceased body was recovered. We recovered his semi-decomposed body from the jungles and sent it for post mortem. The actual cause of death and any other foul plays, if any, can be ascertained only after having the post-mortem report”, the OC said.

Police are continuing investigation of this case (Case No- 12/2012, U/S- 302 of IPC). Message has been sent to various police stations informing about the registration and chassis numbers of the TVS motorcycle.

 

 

Health authority gears up to fight ‘unknown fever’ in E/Siang

PASIGHAT, Aug 11: East Siang District Health authority has appealed residents not to panic over outbreak of  fever of unknown origin (FUO) in and around Pasighat township.

The Joint Director of Health Services, the State Surveillance Officer, Naharlagun, Nodal Officer, NRHM, Naharlagun and the health officers of East Siang district held a meeting here today to discuss on the cases of FOU in and around Pasighat town which is on the rise since mid-June this year.

The district health department is gearing up efforts to investigate and control the FUO which is likely to be a vector born one transmitted through infected mosquitoes, the officers opined after they held a threadbare discussion.

The public are requested to protect themselves from mosquito bite by using mosquito bed net while sleeping. They further suggested people to visit the nearest health centre for examination in case of any doubt.

The District Medical Officer has instructed all the medical officers, staff of CHCs, PHCs & SCs not to go for leave and those who are on leave are also directed to report for duty in their respective posting places.

A Committee of doctors has been formed to look into the fever cases by Jt. DHS, (T&R), Pasighat. Under the leadership of Dr. B. Apum, MD Microbiologist, 118 samples have been collected and sent to ICMR Dibrugarh for investigation. The District Surveillance Unit under the administrative control at DMO Pasighat is working round the clock to control the outbreak.

The rapid responds team of the district surveillance Committee under the chairman of Deputy Commissioner, East Siang District have also been alerted and kept ready to combat any untoward incident.

IYC foundation day celebrated

ITANAGAR, Aug 11: Lok Sabha Youth Congress (LYC), Western Parliament, Arunachal Pradesh celebrated the 43rd Indian Youth Congress (IYC) Foundation Day at Daporijo on August 9.

Power (Elect)  and RD Minister Tanga Byaling, Parliamentary Secretary Punji Mara, Indian Youth Congress (IYC) Secretary, in-Charge Arunachal Pradesh Indrani Mishra, APCC general secretary Tachu Hina, APMCC president Yari Dulom, Arunachal Pradesh Youth Congress (APYC) president Tadar Niglar attended the programme.

Speaking on the occasion, Byaling advocated for active participation of youth in politics saying that youths are the backbone of the nation.

Mishra on her speech, described the role of youth in nation building and appealed to the youth of the state to disseminate the motto, principle and ideologies of Congress party to grassroots level for better understanding.

Mara in his speech, appealed the youth to render selfless service for the interest of the Congress party.

Niglar said, Youth of the state should work for the betterment of the Congress party and nation as a whole.

A one day Assembly Youth Congress (AYC) convention of Upper Subansiri District was  also held on the occasion.

Essay writing and volleyball competitions were held and winners were given cash prizes with merit certificates. Four AYC (Assembly Youth Congress) members of Daporijo, Dumporijo, Raga and Taliha were felicitated with Trophies for their good performance in the celebration cum Convention.

SC dismisses contempt petition

ITANAGAR, Aug 12: The Supreme Court of India  on Thursday dismissed a contempt petition, while hearing the Contempt Petition (No. 278/2012) against Gadam Ete and Interim Application (No. 05/2012) filed by petitioner Duter Padu to allow her to take oath as  MLA of  30 Aalo West Assembly Constituency.  The SC also confirmed that Ete shall continue in his office till final disposal of the appeal.

While dismissing her Contempt Petition, the SC ruled that  “Contempt petition is not entertained. We make it clear, what this court meant was to stay the High Court’s order dated 01.06.2012 so as to see that the elected candidate to continue in office till the appeal is finally heard. The Civil Appeal No.4820/2012 be posted for hearing on a non-miscellaneous day in the second week of September, 2012. Contempt petition stands dismissed”.

 

Mega health camp

ITANAGAR, Aug 11: Over 800 patients were treated by a team of specialists doctors from Seppa District Hospital and RK Mission Hospital (RKMH), Itanagar in a mega Health camp organized by All Aka Students Union (AASU) at Bana on August 8 and 9.

The villagers and patients were also given general health tips to stay healthy by the doctors.

Bana area is known as Malaria endemic zone. The area is also prone to water borne diseases like, dysentery, gastroenteritis, typhoid, diarrhea besides malaria. The people here also suffer from minor skin diseases during monsoon.

District Medical Officer Dr. T Gongo, Child specialist Dr. TJ Tara, medical officer Dr. K Soping and ENT specialist Dr. Hano Romesh and his team from RKMH, including the Secretary conducted the health camp.

 

Toppers felicitated

ITANAGAR, Aug 11: National Students Union of India (NSUI) West Siang district unit has felicitated the meritorious/topper students of class X and XII examinations of the district on Wednesday.

DCCI president Gedo Kato while extolling the topper students, advised them to concentrate on study to become responsible citizen. West Siang district NSUI president Meni Potom also encouraged the students to be devoted and discipline.

Sports activity gets underway at Sagalee

ITANAGAR, Aug 11: As a part of 66th Independence Day celebration 2012, the various sports activities were kicked off at Sagalee in Papum Pare district on Friday.  The sports meet is being organized by Sagalee Bazar Welfare Committee (SBWC).  Kicking off the volleyball tournament Anchal Samity Chairperson Nabam Yakum lauded Committee’s efforts in organizing the sports event. She also suggested the participants to maintain sportsman spirit. Techi Kaha ASM in his addressed urged the shopkeepers to keep the town clean.

Later, an open badminton championship was also inaugurated by Nabam Tadap and Techi Serbang Anchal Samity Members. Altogether 22 teams are taking part in both men and women categories.

Among others, Sagalee Circle Officer Likha Sampu was also present in the inaugural function.

 

AAPBSU cautions against illegal immigration

ITANAGAR, Aug 11: All Arunachal Pradesh Border Students’ Union (AAPBSU) has strongly appealed to the Home Ministry and Chief Secretary to direct the deputy commissioners of  various boundary districts to check  illegal immigration from Bangladesh and Inner Line Permit (ILP) from time to time.

The students’ union claimed that thousands of illegal migrants from Bangladeshis are slipping into Capital Complex in the name of wage labour without obtaining proper ILP. The union appealed to the ILP issuing authority to verify the documents of applicants properly before issuing ILP. Apprehending possible outbreak of situation like Kokrjahar, Assam, the union cautioned  the state government to take preventive measures before it is too late.

 

Bandh called off

ITANAGAR, Aug 11:   All Lower Subansiri Students’ Union (ALSSU) today called off its proposed 36 hours Lower Subansiri district on 14 and 15th August next. In a release the union stated that the proposed 36 hours bandh was called off following the assurance from deputy commissioner to stop unauthorized construction within government land and office premises. The district administration had clearly directed the concern head of departments to report about illegal construction to district administration and also directed the estate officer of the district to take necessary steps for the eviction of encroachment of government land, the release said.

 

Complaint lodged

ITANAGAR, Aug 11: Informing that Banderdewa Area Development Core Committee (BADCC) was dissolved for unavoidable reason, Banderdewa Block Branch Congress Committee president Kipa Hipik lodged a complaint against the so-called Chairman of BADCC Tai Tasung and general secretary Bangram Bagang  for 'fraudulently reconstituting the BADCC by forging signature of a member'. The BBCC president has demanded the police to arrest the duo immediately.

Kipa in a release, further informed that he was authorized to look after the affairs of BADCC till formation of its new executive body. The Banderdewa Police has registered the FIR under Section 469 IPC.

 

Cleanliness drive at Yupia

ITANAGAR, Aug 11: Police personnel of SP office, Yupia and Doimukh police station under the initiative of Papum Pare SP Nabam Gungte conducted a cleanliness drive at Yupia district headquarters on Friday on the occasion of Janmastami.  The team cleared roads, footpath, buses and garbage heaped around the colony. Few public were also joined with them, release added. Gungte appealed both Govt officials and police personnel to conduct social service on non-working days  regularly.

KIMIN, Aug 11: Ahead of the Independence Day celebration, a social service was organized to give a face-lift to Kimin township by Kimin EAC and former ZPM Bamang Mangha today.

Braving scorching heat, all heads of department of Kimin alongwith their staff, panchayat leaders and general public participated in the day-long social service and cleaned the township by clearing wayside weeds, repairing the roads and planting trees around the general ground.

Mangha provided an earth cutter and Tipper for the social service.

 

Youths seek adequate police force

ITANAGAR, Aug 11: The Vth Lower Baljan Youth Association, while expressing gratitude to Police Department, specially Deputy Superintend of  Police and Superintend of Police, Papum  Pare for posting of police personal at Balijan PS, urged to post the remaining personnel at the earliest.

“So far, only seven personnel have been posted in the police station out of the 17 sanctioned post,” the association said in a release.

 

 

27 days have passed. The culprits involved in the July 15 attack on The Arunachal Times associate editor Tongam Rina are still at large.
